No. 223 East 3^rd Street was constructed in 1899 by architect Samuel Sass along with a building directly to the west, 221 East 3^rd Street, which has since been demolished.

The six-story Old Law Tenement originally had a storefront on the ground floor and 33 families in the building. The façade is painted brick with stone detailing above windows and between stories. The top of the building is plain where a cornice once existed. Today there are 24 units in the building.
