No. 249 East 2nd Street is a five-story pre-law tenement constructed in 1863, according to tax records, and was owned by Joseph W. Walker.

The c. 1940s tax photo shows that the building was once part of a row of tenement houses of a similar height and style, all with storefronts on the ground floor. Its immediate neighbors have since been demolished. Storefronts on either side of the entrance existed until 1951, when they were converted to apartments. In the same year, occupancy on the upper four stories changed from two apartments to four.
